If the Jewish wedding has to be delayed (eg, the couple is having difficulty raising funds for a wedding, or it will be a long time before the relatives and friends they want to celebrate with can get together at the same time), can the couple live together as husband and wife before going under the chuppah if they already have a civil wedding certificate?

I want to place circulars in our local shul for people to read. The trouble is that the circulars contain a variety of advertisements that are not appropriate for Shabbat.
