Is Tisha B'Av like Yom Kippur? Is it forbidden to turn on electricity, or is it permitted?

Hello esteemed rabbi, I have two questions regarding Tisha B'Av. What time does the fast begin and until when (I am from the Haifa area)? Is Tisha B'Av like Yom Kippur? Is it forbidden to turn on electricity, or is it permitted?
Answer
On Shabbat, the fast begins at 7:25 PM and ends on Sunday night at 7:58 PM.
It is permitted to turn on electricity. It is forbidden to engage in commercial activities, except for food stores after half the day.
