Hello and greetings,
For a new garment, one recites: ברוך אתה ה` אלוקינו מלך העולם שהחיינו וקיימנו והגיענו לזמן הזה.
Additionally, in the morning, when reciting the blessing of 'clothing the naked,' (Malbish Arumim) one also has in mind the new garment. It is also permissible to recite the blessing of 'clothing the naked' without the name and sovereignty at the time of putting on the garment.
