Tefillin is worn during all of these times.
On the 9th of Av, Sephardic Jews wear Tefillin as usual and remove them before the recitation of the Kinot (dirges). Ashkenazic Jews wear Tefillin on the 9th of Av only during the Mincha (afternoon) prayer.
