Raw Meat - Is It Kosher?

Hello honorable Rabbi, is it permitted to eat raw meat or raw fish? In other words, is it permitted to eat meat or fish cooked for a short time so that they remain "alive"? For example, meat that is pink in the middle, or salmon cooked only on the skin side? Thank you in advance.
