One should recite the blessing over fragrances on flowers that have a pleasant fragrance.

However, it should be noted that there are flowers that are classified as a tree, and their blessing is "Borei Atzei Besamim," such as roses, jasmine, and rosemary.
There are also flowers that are classified as a plant, and their blessing is "Borei Isbei Besamim," such as some varieties of narcissus. One must ascertain, for each flower individually, what its blessing is.
