If I forgot to pray Mincha, can I make it up during Arvit?

If you forgot to pray Mincha, you should pray the Shmonei Esrei of Arvit twice - the first time for Arvit and the second time as a makeup for Mincha. However, someone who deliberately did not pray Mincha cannot make it up during Arvit.
