Do We Say Yaaleh Veyavo When Praying Maariv from Plag HaMincha?

Is it possible to say Yaaleh Veyavo for Rosh Chodesh in the Maariv prayer if one prays at plag haMincha?

Even when one prays the Maariv service for the night of Rosh Chodesh early, from plag haMincha, one does say Yaaleh Veyavo. However, on Motzaei Rosh Chodesh, if one prays Maariv early, before nightfall, one does not say Yaaleh Veyavo.
