Creation of Worms as a Result of Decay

Is it really possible that from a process of decay living worms are created, or do the worms come from outside?

Worms are not created from decay, but from eggs laid in them.
Flying insects such as flies, gnats, and midges lay their eggs in fruits and vegetables, meat, and cheeses, and later worms hatch from them. The worms mature until they themselves become flying insects.
