It is preferable to go to Selichot before Shacharit, since there is value in connecting the recitation of Selichot to dawn, because their essence was instituted to be said in the watches of the night according to all customs. There is also in this a preparation for proper concentration of the heart in prayer, in the sense of waiting one hour before prayer. However, when there is a need, such as if one is concerned that he will miss the time for Shema or prayer with a congregation, he should pray Shacharit קודם.
