Is It Permissible to Recite Shir HaShirim at Alot HaShachar?

Question

In G-d's help. Greetings. Is it permissible to recite Shir HaShirim at alot ha-shachar? And if so, if I go back to sleep afterward, should I recite the blessing over washing my hands before reciting Shir HaShirim? And should I say the morning blessings and the blessings over the Torah? I would appreciate it if the ruling would follow the first Sephardi Chief Rabbi, Maran Ovadia Yosef of blessed memory.

Greetings and blessings. 

A. It is permitted, and this is an appropriate time for songs of love to the Creator of the world. 

B. If you return to sleep before alot ha-shachar, it is preferable to leave the blessing over washing hands until after the final waking. The blessings over the Torah should be recited before reading Shir HaShirim. The morning blessings, as you wish.
