1. Are women also obligated to say Selichot from Rosh Chodesh Elul until Yom Kippur?
2. Is it permitted to say Selichot during the day / at midday?

1. No.
2. It is permitted. One who says Selichot alone should skip the Aramaic passages as well as the passages of the 13 Attributes.
