Davening at netz or in a minyan, which is preferable?

It is explained in the Shulchan Aruch that one who is particular every day to pray at netz is permitted to pray even alone when he does not have a minyan, but one who is not accustomed to this is not permitted to pray alone on a day when he can pray at netz. And certainly one should not establish, ab initio, to pray alone at netz and not with a minyan.

However, it is fitting to recite Shema before netz if possible, because the primary time is before netz, and he should recite Shema again with its blessings at the time of prayer. This is how it is written in the Shulchan Aruch HaRav.
