Good morning, honored rabbi.
Is it permissible to recite the Morning Blessings and the blessings over the Torah before sunrise, and is it permitted to study Torah without first reciting the blessings over the Torah?

It is permitted to recite the Morning Blessings and the blessings over the Torah before sunrise.
One may not study before reciting the blessing over the Torah.
