Ideally, Selichot should be recited with a minyan; however, if that is not possible, Selichot may also be recited by an individual, except for the Thirteen Attributes of Mercy, which may not be recited by an individual unless they are said with the cantillation notes (Shulchan Aruch, Orach Chayim 565:5, and Mishnah Berurah there, seif katan 12). Similarly, an individual may not recite all the passages written in Aramaic (Mishnah Berurah, siman 581, seif katan 4). According to Ashkenazi custom outside Jerusalem, one should not perform Nefilat Apayim in a place where there is no Torah scroll.
