Is It Permissible to Read from the Torah at Mincha on Monday and Thursday?

Honored rabbi, greetings. 

In a minyan of men who did not read from the Torah on Monday or Thursday morning, may they take out a Torah scroll in the afternoon and read with a blessing, or without a blessing?

Greetings, 

As a regular practice, one should certainly not conduct a Torah reading at Mincha instead of at Shacharit, even if there is a minyan of men who did not hear the Torah reading in the morning. If one wishes to do so occasionally, they are not to be rebuked, since they have upon whom to rely. In any case, if they come to ask for guidance, they are instructed that it is preferable to remain passive and not act.
