Why are tefillin put on only at Minchah on Tishah B'Av?

Why is the putting on of tefillin on Tishah B'Av done during Minchah and not at Shacharit?

Tefillin are called glory, and regarding Tishah B'Av it is said to place ashes beneath glory. And just as an onen (a mourner before the burial of a close relative) is exempt from tefillin, so we are regarded until midday on Tishah B'Av as onenim whose dead have not yet been buried, and are exempt from tefillin.
