Is it permissible to eat tuna abroad without certification? (The question pertains to tuna in brine or vegetable oil only, not tuna salad that includes other ingredients)

There is ample room for leniency for various reasons, and thus it is permissible to eat tuna in oil or in brine without certification, in cans without certification.
