Are women permitted to wear tefillin? I have heard stories about female rabbis who used to wear tefillin. Thank you

Hello,
1. It is forbidden for women to wear tefillin, as written by the Rema (Yoreh De'ah 37:3) in the name of the Kol Bo, that if women want to be strict upon themselves to wear tefillin, they are prevented from doing so.
2. According to the Targum Yonatan ben Uziel (Deuteronomy 22:5), a woman who wears tefillin transgresses the prohibition "A man's garment shall not be upon a woman."
3. It should also be noted what is written in the Shiltei Giborim on Rosh Hashanah (page 9b from the Rif, letter G), in the name of the Ri"az, that it is forbidden for women to wear tefillin even without a blessing, as it appears similar to the practices of outsiders who disregard the words of the sages and do not wish to interpret the verses like them.
