Tallit and Tefillin on Tisha B'Av
Question
It was said in the synagogue that whoever wishes can recite the Shema while wrapped in a tallit and tefillin at home before the Shacharit prayer of the 9th of Av. If I have done so, should I recite the blessings again for the tzitzit and tefillin during the Mincha prayer?
