Is it Permissible to Wear New Clothes on Rosh Chodesh Av that Falls on Shabbat?

Hello esteemed Rabbi,
I wanted to ask if, because this year Shabbat and Rosh Chodesh Av coincide, it is permissible to wear new clothes during this time?

Dear Sir,
From Rosh Chodesh Av, it is prohibited to wear new clothes even on Shabbat (Rama, Orach Chaim 551:6), and it is proper for Sephardim to be stringent on this as well (Chazon Ovadia, Four Fast Days, p. 134). This applies even when Rosh Chodesh Av falls on Shabbat.
