From When Can One Pray Shacharit?
Question
Is it permissible to use the time of 'm'shikir' regularly, meaning not only while traveling but also on regular weekdays? I pray every morning at netz, and sometimes I would be happy to pray Shemonah Esrei according to this time. Can I use 'm'shikir'?

One should not pray Shemonah Esrei of Shacharit before netz hachama, unless it is a time of need, in which case one may pray starting from dawn (but one must wait to recite Kriat Shema until its designated time).
