Is it permissible to go to a restaurant during the Nine Days?

It is permissible for a person to go alone or with his wife and children to a restaurant or café during the Nine Days, and it is also allowed for a business meeting. However, one should not go to such places for leisure with friends, as this falls under the category of "a meal of merriment," which should be avoided during the Nine Days.
