According to Rabbi Ovadiah Yosef, zt"l, it is permissible to cut nails during the Nine Days, even in the week that includes Tisha B'Av (Hazon Ovadiah, Four Fasts, pages 210-211, and Responsa Yabia Omer, volume 11, section Orach Chaim, paragraph 56).
