Is it Permissible to Wear New Clothes During the Nine Days?

Shalom Rav, 

I paid for a garment before Bein HaMetzarim in a store at the mall, and the garment arrived at the store before Bein HaMetzarim. However, I was only able to pick it up this week (the Nine Days). Am I allowed to wear it without the Shehechiyanu blessing, or is it forbidden to wear it altogether until after the fast?

According to the custom of Ashkenazim, it is not permissible to wear the garment now. However, according to the custom of Sephardim, it is permissible in principle; nevertheless, it is proper to be stringent in this matter.

Sources: The Ashkenazi custom is explained in the Rema (Orach Chaim 551:6), but according to the Sephardic custom, there is no prohibition except during the week in which Tisha B'Av  occurs, as stated in the Shulchan Aruch there. This year, in fact, there is no week that contains it, as clarified in the Shulchan Aruch (there, section 4). Nonetheless, it is correct to be strict not to wear new clothing from the beginning of  Av even for Sephardim, and even on Shabbat, as the Yichave Da'at in part 1, section 37, wrote.
