According to the letter of the law, it is permissible to build the sukkah before the conclusion of Yom Kippur. However, the Rema in Orach Chaim (end of Siman 674, and see also Rema Siman 676) wrote that those who are meticulous begin right at the conclusion of Yom Kippur with the construction of the sukkah in order to transition from one mitzvah to another.
However, the Sha'arei Teshuvah (Siman 676) wrote that it is, on the contrary, preferable to advance the construction of the sukkah before Yom Kippur so that this mitzvah of building the sukkah will weigh in favor.
And the Brisker Yosef (mentioned in Sha'arei Teshuvah there) holds that the meticulous ones build the walls prior to Yom Kippur, and after the conclusion of Yom Kippur, they lay the schach.
