Is it permissible to recite Hallel on Rosh Chodesh individually?

You can recite Hallel now individually.
Sources: See Tractate Megillah (page 20b) and Biur Halacha (Orach Chaim 428:2, "and we recite") and Hazon Ovadia Chanukah (page 240) which state that the time for reciting Hallel is all day.
According to the Ashkenazi custom, one may recite a blessing on the recitation of Hallel on Rosh Chodesh even when done individually. However, ideally one should be careful to recite the Hallel in a congregation to satisfy the opinion of the poskim who hold that one should not bless when reciting it alone, as explained by the Rema (Orach Chaim 428:2) and Mishnah Berurah (s.k. 16).
Some say that when reciting Hallel individually one should ask two individuals to say "Hodu" with him. This means that when he says "Hodu," they should also respond "Hodu" after him (Rema there, and Mishnah Berurah s.k. 17), but this is not necessary, and if he does not have two people available, he should recite Hallel alone (Mishnah Berurah s.k. 18).
