Which name is preferable for the newborn: Uri (with a shuruk)? Harel? Shachar? Thank you very much

The name Uri is the best and most distinguished of them all (regarding the name Harel, see in the book Ma'ayan Omer, Part 12, Chapter 1, Section 8, where it seems from Rabbi Ovadia Yosef, zt"l, that it is not advisable to call a child by this name. As for the name Shachar, see in the book V'kara Shemo B'Yisrael, page 463, where Rabbi Chaim Kanievsky, shlit"a, holds that one should not use this name for either a boy or a girl).
