According to the custom of Sephardim, when frying the dough, it is not necessary to separate challah (Shulchan Aruch Yoreh De'ah 362:3, and Hilchot Olam Part 5, page 284). According to the Ashkenazi custom, it is proper to separate challah without a blessing (see Sha'ach 362:4, and Pischei Teshuvah 362:1 in the name of the Panim Me'irot).
