Is It Permissible to Drink in Cafes Abroad?

I am currently in Budapest and usually consume Akvat Chalav Nochri (powdered milk). I would like to ask if I may drink coffee abroad in restaurants or Starbucks, and also regarding soy milk or oat milk—does this involve any prohibition? I would appreciate an answer. Thank you.

Greetings and blessings. Coffee without milk, or coffee with soy or oat milk, is permitted without concern. Furthermore, if you have coffee with powdered milk and not non-Jewish milk, this is permitted according to your understanding. Sincerely, Binyamin Shmueli.
