Is It Permissible to Drink in Cafes Abroad?

I am currently in Budapest and usually consume Akvat Chalav Nochri (powdered milk). I would like to ask if I may drink coffee abroad in restaurants or Starbucks, and also regarding soy milk or oat milk—does this involve any prohibition? I would appreciate an answer. Thank you.
