May a Cohen Who Does Not Fast Raise His Hands?

Is a Cohen who does not fast on a fast day permitted to ascend for Birkat Kohanim? Thank you.
Answer
Greetings, A Cohen who does not fast on a public fast day may raise his hands during the Shacharit prayer; however, during Mincha he may not raise his hands, and must leave the synagogue before Retze.
