What is the Kaf HaKeliah? Who goes there and what happens in the Kaf HaKeliah?

I wanted to know what the Kaf HaKeliah is, for what transgressions the soul goes there, and whether it is such a dreadful place for the soul and if a soul that enters there can never leave it.

It is neither good nor desirable to engage much with such matters. One must know that these things exist and begin to fulfill the will of the Creator, especially out of love and understanding that this is the right way, and that a person who does so lives a happy life in this world and the next. In short, the words of this rabbinic saying: "Rabbi Eliezer says, the souls of the righteous are hidden under the Throne of Glory, as it is said in the verse: 'You shall bind your soul to the Lord your God' (Deuteronomy 4:4), and the souls of the wicked are wandering from one end of the world to the other and have no rest, as it is said (1 Samuel 25:29), 'And they shall be caught in the Kaf HaKeliah.'
According to the interpretation of the sages, the degree and duration of punishment depend on the quantity and severity of the sins for which the soul has received the punishment of karet during their time in this world. To expand your knowledge, you can learn from this Talmudic article in Tractate Shabbat: "The Rabbis taught, 'And the spirit shall return to God who gave it' (Ecclesiastes 12:7). As it was given to you in purity, so you shall return to Him in purity. It is likened to a flesh-and-blood king who distributed royal garments to his servants, the wise among them folded them and placed them in the box. The foolish among them took them and used them for work.
After days, the king sought his garments. The wise among them returned them to him when they were shining. The foolish among them returned them to him when they were soiled. The king was pleased to encounter the wise, and he was angered to encounter the foolish. Concerning the wise, he said, 'Let them be given to the treasury, and they may return to their homes in peace.' And concerning the foolish, he said, 'Let the garments be given to the washerwoman, and they shall be imprisoned in the house of confinement.' So too, the Holy One Blessed Be He - concerning the bodies of the righteous it is said, (Isaiah 57:2) 'Peace shall come, and they shall rest upon their beds.' And concerning their souls, it is said, (1 Samuel 25:29) 'And the soul of my lord shall be bound in the bundle of the living.'
Concerning the bodies of the wicked, it is said, (Isaiah 48:22) 'There is no peace, says Hashem, for the wicked.' And concerning their souls, it is said, (1 Samuel 25:29) 'And the souls of your enemies shall be caught in the Kaf HaKeliah.'
It is taught, Rabbi Eliezer says, the souls of the righteous are hidden under the Throne of Glory, as it is said, 'And the soul of my lord shall be bound in the bundle of the living.' And the souls of the wicked are destined to wander, as it is said, 'And the souls of your enemies shall be caught in the Kaf HaKeliah.' Rabbi said to Rabbi Nachman, what are the souls of the intermediate ones destined for? Samuel said, they are all similar; these have rest, and those do not have rest.
