Morning Blessings on Shabbat
Question
Hello Rabbi, is it permitted to recite the morning blessings on Shabbat later than 9:00 a.m. and no later than 12:00 noon? It is known that time flows differently on Shabbat.

Hello,
It is permitted to recite the morning blessings until sunset (see Responsa Yechaveh Daat, vol. 4, siman 4, and the book Halacha Berurah, siman 46, section 19), and there is no difference in this regard between a weekday and Shabbat.
However, if one has already prayed the Shacharit prayer and skipped the morning blessings, one may not recite the blessing of Elokai Neshamah, whose conclusion is Who restores souls to lifeless corpses, because one has already fulfilled this obligation with the blessing of Mechayeh Hameitim in the Shemoneh Esreh prayer (and the same applies if one has already prayed Mincha).
Nor may one recite the blessings of the Torah, since one has already fulfilled the obligation through the blessing of Ahavat Olam (Responsa Yechaveh Daat, vol. 4, siman 5. And a Sephardi woman may recite the blessings of the Torah if she customarily recites the blessing of Ahavat Olam without Hashem's name and kingship, in accordance with the view of Rabbi Ovadia Yosef, of blessed memory, in Responsa Yabia Omer, vol. 8, Orach Chaim, siman 8).
