The Messiah is said to have been born or will be born on this very day of Tishah B'Av, as our sages have stated. For one born on this day, it is possible that there is a connection to the root of kingship in Israel, which is in exile and darkness during the period of exile, and specifically from the multiplied darkness the light will shine for the entire world.
The prophet Jeremiah was also born on Tishah B'Av.
It is advisable to commemorate the birthday by praying and reciting Psalms, in addition to the fact that Tishah B'Av from noon onward is a time of favor and comfort, and prayers are accepted above with goodwill.
