Is It Permitted to Board a Bus Without Paying?

I was told that in Israel, Egged buses have an agreement with the state, so if I do not pay, it is not considered theft... is that correct? Thank you

That is absolutely not correct. There is a clear obligation to pay when boarding any bus from any company.
Sources: This is obvious. It is also stated in Sefer Chukei HaKesef (Gate of Theft, chapter 4, section 17) that it is forbidden to steal from transportation companies such as Egged, Dan, and the like, and to travel without payment. Anyone who did so is required to make restitution, since it is considered theft of more than a perutah.
