According to the strict law, one who is a baal keri may pray and recite Shema, provided that he wipes the semen off himself.
And according to the strict law, it is permitted to pray and recite Shema when there are drops of semen on the underwear, but it is forbidden to recite it if they are on the clothing.
The same applies to tefillin.
