Is it possible to pray Shacharit without a tallit and tefillin?

Greetings,

Ideally, one should pray Shacharit with a tallit and tefillin. However, if a person is unable to obtain a tallit and tefillin, certainly one should not forgo the recitation of Shema and the Shacharit prayer at its proper time because of this.
