Is it permitted to separate challah on Tisha B'Av?

Whenever one makes dough that is obligated in challah, one is required to separate challah, and it is forbidden to eat without separating it, including on Tisha B'Av.

A celebratory gathering for challah separation, as is customary, should not be held on Tisha B'Av.
