Can one pray with a minyan by telephone?

One cannot count a tenth person for a minyan by telephone, because there must be ten people in one place (see Shulchan Aruch, Orach Chaim 55:13).

However, if there are ten people praying in one place, additional people may answer to Kaddish and Kedushah by telephone. But in matters for which one fulfills his obligation through the principle of shomea k'oneh, such as reading the Megillah, one cannot fulfill the obligation (see Yechaveh Da'at, part 2, siman 68).
