Is it permitted to sign a rental contract during the Three Weeks?

Hello Rabbi, I have a question. I am getting married in Elul, and we are looking for an apartment. My fiancé is entering a long course at the end of July, and he will not be able to view apartments with me. I know that during this period it is preferable not to finalize contracts, not to look at apartments, and not to acquire anything new. I want there to be blessing in the apartment we rent, so on one hand I want to wait until after this period, and on the other hand my fiancé also wants to take part in the decision. What should we do?

It is permitted to look for an apartment, and to sign a contract, during the Three Weeks. Since you are looking for an apartment to live in, and not for ease and pleasure.
You have nothing to worry about, and with Hashem's help you will have blessing in this home. This is especially so if you sign the contract before Rosh Chodesh Av, in which case you certainly have nothing at all to worry about.
