Do Women Return in Gilgul?

Question

I heard in a lecture by the rabbi that women do not return in gilgul, only men. If so, are all the women of our generation new souls? And what about men who returned in gilgul as women? And if indeed the women of our generation are new souls - how does that fit with the fact that all the souls of the Jewish people were present at the giving of the Torah?

It is explained in the words of the Arizal that, as a matter of principle, a woman does not have the ability to return in gilgul and receive another chance to rectify her deeds, since she does not have the power of Torah. Only through the power of Torah can one return again in gilgul. However, any woman who is connected to Torah, either through supporting Torah scholars or because her husband studied Torah, can be reincarnated again. Likewise, if her husband needs her in the second gilgul, she will return and be reincarnated for his sake, if she agrees, even if she herself does not need the rectification.

A new soul does not mean that the soul was created now, but that this soul was already created during the six days of Creation, yet has not descended into the world until now.
