Can a child under bar mitzvah age read from the Torah?

Can a 13-year-old minus one day read from the Torah on Monday and Thursday and fulfill the congregation's obligation?

The custom among Ashkenazim is not to let a minor read from the Torah, unless there is no other reader available and the reading would be canceled altogether (see Mishnah Berurah, siman 282, seif katan 13).

According to Rabbi Ovadia Yosef zt"l, a minor who is six years old or older, and knows to whom blessings are recited, may be called up to the Torah for the seven aliyot, whether in the middle of the readers or at the end of the readers. All the more so, he may be called up for maftir. And he may read from the Torah himself the portion of his aliyah. And in a place where there is a clear custom not to call up a minor to the Torah, they should follow their custom [and if the public is uncertain whether they have a fixed custom to be stringent in this matter, they may call up a minor to the Torah and have him read from the Torah himself the portion of his aliyah, in order to educate him and accustom him to the cantillation notes], however, ideally it is not permitted for a minor to serve as the reader and read the entire Torah portion, and only in pressing circumstances, when no one is found who knows how to read from the Torah with the cantillation notes properly, may one rely on the lenient authorities (Halichot Olam, volume 3, page 120).
