Is It Permitted to Order Products During the Nine Days

Hello!
I need to know the halacha according to the rulings of Rabbi Ovadia Yosef, of blessed memory: If I want to buy something that requires advance preparation (about ten days in advance), is it permitted to pay for the product during the Nine Days, provided that I receive it after Tisha B'Av?
