Hello,
Some say that tefillin have the status of a vessel used for a permitted purpose, and therefore it is permitted to move them even if one is concerned about theft or about them being damaged by the sun and the like (Rema, Orach Chayim 308:4; see Mishnah Berurah, seif katan 24). Others say that since it is forbidden to don tefillin on Shabbat, they have the status of a vessel used for a forbidden purpose, and therefore it is permitted to move them only for their own use or for the place where they are needed (Mishnah Berurah in the name of the Taz and the Magen Avraham). In practice, one should follow this view that tefillin have the status of a vessel used for a forbidden purpose. Nevertheless, in a case of necessity - such as if one is concerned that the tefillin may fall - one may be lenient and move them by relying on the opinions that they have the status of a vessel used for a permitted purpose (Mishnah Berurah there, and Siman 31, seif katan 1, and Biur Halacha there, s.v. Asur. Also see Sefer Halichot Olam, volume 3, page 196, and Sefer Chazon Ovadiah, Shabbat, volume 3, page 68, that it is proper to be stringent like the opinion that says tefillin have the status of a vessel used for a forbidden purpose. Nevertheless, where there is concern for disgrace to the tefillin, it is possible to be lenient and move them).
