Does One Recite Asher Yatzar After Emitting Seed in Vain?

Hello, Rabbi!
I would like to ask: Does a person who emitted seed in vain, intentionally, need to recite the blessing of Asher Yatzar? And if not, why not?

The Sages did not institute reciting Asher Yatzar even after marital relations, despite the fact that the emission of seed was entirely permitted (see Kaf HaChaim, siman 240, seif katan 28; and only if he can bring himself to relieve himself after marital relations and intend to exempt even the marital relations, that is very good. See there). All the more so, one does not recite this blessing after the unlawful emission of seed.
