Is Tefillin Worn on Tisha B'Av?

Tefillin are worn on Tisha B'Av.

The custom of Sephardi Jews who follow the rulings of Rabbi Ovadiah Yosef, shlit"a, is to wear Tefillin during the morning prayer (Shacharit). There are communities that have the custom to wear Tefillin during the afternoon prayer (Mincha). Everyone should follow the practice of the synagogue in which they pray. If praying alone at home, one should wear them during the morning prayer.
