Is It Permitted to Buy Shoes During the Three Weeks?

Dear Rabbi,

We wanted to know if it is permitted to buy shoes during the Three Weeks for a trip that falls during this time?

Greetings,

It is permitted to buy new clothing even after the 17th of Tammuz until Rosh Chodesh Av. Nevertheless, it is advisable to be cautious and not to buy clothing for which one would recite the blessing of Shehechiyanu during these days (Shulchan Aruch, Orach Chaim, Siman 551, Se'if 17), but on Shabbat it is not necessary to be strict (Mishnah Berurah, S'if Katan 298).

From Rosh Chodesh Av, one should refrain from buying new shoes—even if one does not recite the blessing of Shehechiyanu on them (see Shulchan Aruch and Rema there, Se'if 7).
