Do We Say Shehechiyanu on New Tzitzit?

Hello,

I have a few questions, please -

1. Regarding a child's tzitzit, do we recite a blessing on the mitzvah of tzitzit?

2. Do we say Shehechiyanu?

3. Must I immerse today before wearing the tzitzit?

1. One should recite the blessing before wearing it: 
 "ברוך אתה ה' אלוקינו מלך העולם אשר קדשנו במצוותיו וציוונו על מצוות ציצית" unless you are wrapping yourself in a Tallit gadol, in which case the blessing on the Tallit gadol covers the tzitzit. The blessing on the Tallit gadol is: "אשר קדשנו במצוותיו וציוונו להתעטף בציצית" (Mishnah Berurah, Orach Chaim 8:24, and Kaf HaChaim, Orach Chaim 8:41).
 
2. If the tzitzit are made of a significant fabric, and you are happy to wear them, you should recite Shehechiyanu before the first wearing. However, most tzitzit today are not considered expensive clothing, and purchasing them does not bring joy, and in this case, one does not say Shehechiyanu (see Shulchan Aruch, Orach Chaim 22, Responsa Igrot Moshe, Orach Chaim, part 3, number 85, *d'h k'shenizdamnah*, Halachah Berurah, Orach Chaim 22:3).
