Is there a Kohanim blessing in the Shacharit prayer on Tisha B'Av?
Question
I have a question: I make a point to ascend for the Kohanim blessing in the synagogue in the morning, but I learned that on the upcoming Tisha B'Av, one wears Tefillin and a Tallit in the afternoon. So what should be done in the morning? Should I take a Tallit and ascend? Should I bless it? Or is the ascent only in the afternoon?

Among Ashkenazim, the custom is that the Kohanim do not raise their hands in the Shacharit prayer on Tisha B'Av (see Kitzur Shulchan Aruch 124:3).
However, according to the opinion of Rabbi Ovadia Yosef zt"l, the Kohanim do raise their hands on Tisha B'Av during both Shacharit and Mincha (Chazon Ovadia, Four Fasts, p. 571).
