Marriage During the Three Weeks

Is there a problem with getting married during the Three Weeks? My friend wants to get married on the 20th of Tammuz 5782, but she heard that according to Sephardim it is allowed in the first week, while Ashkenazim do not permit it, or vice versa. We would like to know if it is acceptable on that date and what the reasoning is.
